Corruption in Norway, Ghana or both? Statoil v. BioFuel and the Kroll Inc. private intelligence report, Feb 2009
From WikileaksSeptember 20, 2009
The Norwegian state controlled Statoil (70%) has been involved a number of corruption scandals.
Kroll Inc. is a well known private intelligence company primarily controlled out of the US and UK, alleged to have been hired by Statoil to investigate BioFuel Africa, a subsidiary of the Norwegian company BioFuel AS, in which Statoil was planning to invest.
An investigative report was provided to Statoil. Statoil alleged the report revealed bribery by BioFuel Africa of a Ghanian official. However, the report was never released to BioFuel or the public.
Statoil severed its engagement with BioFuel. BioFuel then filed for bankrupcy on March 13, 2009. BioFuel states nearly 500 workers lost their jobs as a result of the bribery allegation and the that allegation can not be true in the form that it was made.
It was subsequently revealed in the Nowegian press that the allegation was mostly based on hearsay. The inclosed document presents BioFuel's ripost -- and its own internal private investigation by the firm Kluge AS. The Kluge investigative report states that it obtained a copy of the original Kroll Inc. report and that the Kroll report has no real evidence to support the bribery claim.
